Starting From March 2026, Russia Will Implement A Licensing System For The Sale Of Electronic Cigarettes And Cigarettes.

According to the Tobaccoreporter news on September 27th: The Russian government has approved a bill that requires all cigarette and e-cigarette products to obtain a license for sale starting from March 1st, 2026, in order to strengthen market supervision and curb teenage consumption. The bill has now been submitted to the State Duma for debate and review.
This law is based on the rules of the alcohol industry and will mandate that wholesale, retail, and distribution sales must hold a license. Violations such as selling to minors will be punished by revoking the license, among other measures. The authorities are also considering more severe measures, including mandatory registration in the national "Chestny Znak" digital tracking system and criminal liability for large-scale illegal trade.
