According to a report by TASS news on January 10th: The Russian National Standards Bureau announced that in early 2026, stricter packaging and product structure standards will be implemented for electronic cigarettes and other nicotine electronic delivery systems. The core changes include: The packaging of electronic cigarettes must prominently display the negative health consequences of smoking, following the warning image pattern of traditional cigarettes; It is clearly prohibited for the structure or additional components of electronic cigarettes to imitate game elements to prevent attracting minors; All designs must be "de-interested" to avoid attracting teenagers.
Anton Sharayev, the director of the Russian National Standards Bureau, stated that although electronic cigarettes are not yet fully banned in Russia, strengthening protection for minors through the standard system has become a regulatory priority. The requirements in the current GOST standards regarding "prohibition of attractive packaging" have been proven to be insufficient in effectiveness, so the regulatory authorities have completed a new round of tightening plan by the end of 2025 and plan to officially implement it in early 2026. This policy sends a clear signal: Russian electronic cigarette regulation is accelerating towards the direction of "strong warnings + non-entertaining design".
