According to an article by Infobae on January 15th: According to the Federal Official Gazette (DOF) of Mexico, starting from January 16, 2026, Mexico will officially implement a complete ban on electronic cigarettes and electronic vaporizers, prohibiting their manufacture, import, circulation, sale, and advertising promotion. The new regulations are based on the amendment to the General Health Law and cover items such as disposable electronic cigarettes, rechargeable products; devices containing nicotine and those without nicotine; related accessories and liquid substances.
It should be noted that the regulations allow individuals to possess and use them for personal purposes, but any form of commercial behavior or distribution is illegal. Offenders can face a maximum of 1-8 years in prison and heavy fines. The health department can legally seize the products and close the offending premises. The Mexican government stated that this policy stems from ongoing concerns about the health risks of electronic cigarettes, especially their potential harm to the youth population. The authorities emphasized that electronic cigarettes may contain toxic or carcinogenic substances and are addictive, and have become a key focus of public health control. Thus, Mexico has become one of the countries in the Latin American region that has adopted the strictest "comprehensive ban path" for electronic cigarettes.
