Kyrgyzstan to raise tobacco product prices from 2025, e-cigarette ban to take effect in July

From 2025, Kyrgyzstan will increase the minimum price of tobacco products and e-cigarettes, and ban the import and use of e-cigarettes from July of the same year. Violators will face heavy fines.

According to 24.kg on December 28, the Kyrgyz government recently approved a resolution to increase the minimum price of tobacco products and e-cigarettes. The move is aimed at improving public health and increasing state fiscal revenue.

From January 1, 2025, the minimum price will be set at:

110 soms (US$1.3) per pack of cigarettes (20 sticks);
110 soms (US$1.3) per pack of heated tobacco (IQOS);
350 soms (US$4) for disposable e-cigarettes (per piece);
1,400 soms (US$16) for e-cigarettes (per piece).
According to the resolution, from 2026, the price of cigarettes and heated tobacco will increase by 10 soms (US$0.1) per pack, and the minimum price will be raised to 120 soms (US$1.4).

In addition, the President of Kyrgyzstan has signed a new law that will ban the import and use of e-cigarettes from July 1, 2025. According to the document, the import, circulation and use of e-cigarettes will be banned, and individuals who smoke e-cigarettes will be fined 100 calculated indices (US$115), legal persons will be fined 600 calculated indices (about US$695), individuals who sell e-cigarettes will be fined 200 calculated indices (US$230), and legal persons will be fined 650 calculated indices (US$750).
The act of importing e-cigarettes will face labor reform for two months to one year or a fine of up to 1,200 calculated indices (US$1,390). Large-scale imports of e-cigarettes can be fined up to 2,000 calculated indices (US$2,300) or sentenced to one to two years in prison.
