Russia is implementing a series of tobacco laws aimed at strengthening the regulation of tobacco and nicotine products production and distribution. The law, which comes into effect on March 1, 2024, will see violators of the tobacco and nicotine products production and distribution laws facing administrative penalties unless they hold relevant permits.
The new legislation will require responsible individuals to pay fines ranging from 150,000 to 300,000 rubles, face the cancellation of relevant permits for two to three years, and the confiscation of finished products, products, devices, raw materials, semi-finished products, or other items used in producing such products. Corporate entities can expect fines ranging from 300,000 to one million rubles, a suspension of their activities for 60 to 90 days.
In addition, individuals who fail to register and use the basic technological equipment required for producing tobacco products, nicotine products, and their raw materials, will face administrative fines ranging from 3,000 to 5,000 rubles and the confiscation of primary technological equipment. In contrast, responsible individuals will pay fines ranging from 20,000 to 50,000 rubles and have their equipment confiscated, while corporate entities will face fines ranging from 100,000 to 150,000 rubles, along with equipment confiscation.
Moreover, the committee approved a bill (310855-8) on Monday, which suggested imposing criminal liability for manufacturing, supplying, purchasing, and storing tobacco products, nicotine products, and their raw materials without permission. The proposed penalty is a fine of between 500,000 and one million rubles, or a maximum of three years' imprisonment.
These laws demonstrate Russia's commitment to health, especially on tobacco control, and join a global trend in regulating tobacco and nicotine products. The penalties imposed are designed to ensure that all manufacturers and distributors of tobacco and nicotine products comply with government regulations, and will hopefully lead to a reduction in the sale and use of these harmful substances.
