The Polish President has signed a new tobacco tax law, which will result in an annual increase in tobacco prices from 2025 to 2027, particularly for e-cigarette liquid taxes raised to around $0.4 per milliliter. The move is expected to bring revenue to the Polish national budget, but may also contribute to the growth of illegal tobacco trade.

According to a report by Warszawa W Pigulce on November 17, Polish President Andrzej Duda recently signed a new tobacco tax bill.


The newly revised consumption tax law will gradually raise the price of tobacco products from 2025 to 2027. The first round of price adjustments will take effect early next year, when the price of tobacco products will increase significantly.


According to the new regulations, the consumption tax on tobacco products will increase by 25% from January 2025, meaning that the minimum retail price of a pack of cigarettes will be 20 zlotys (US$4.9). In the following years, it is expected that prices will continue to rise. According to the Ministry of Finance's forecast, by 2027, the retail price of a pack of cigarettes may reach 26-27 zlotys (US$6).


Additionally, there is a tax of 1.80 zloty per milliliter (about $0.4) on e-liquid. The government expects that this tax reform will bring an additional 3.5 billion zloty ($850 million) to the national budget annually.


Despite the price increase, Poland has one of the lowest cigarette prices among the EU countries.


Industry experts have warned that such a sharp increase in prices could drive the growth of the underground tobacco market. Currently, illegal tobacco trade accounts for 3.6% of legal sales, and the price rise could further increase this proportion. Data shows that tobacco causes the deaths of around 60,000 people in Poland each year.
