However, regardless of whether they contain nicotine or not, they are toxic and not harmless." The author of the bill, member Sonia Martorano, stated during the debate. The bill added the phrase "and vaping (y vapear)" to the original law and expanded the regulatory scope to "all electronic devices that produce aerosols, regardless of whether they contain nicotine." At the same time, heated tobacco sticks were also officially included in the regulatory category.
Martorano pointed out that the high temperature and humidity during the use of these products can cause respiratory irritation and chronic damage. "Users will inhale heavy metal particles such as lead, nickel and cadmium, causing long-term harm to lung health." She emphasized that the prevention work cannot rely solely on legislation; it is also necessary to strengthen public education and information dissemination. "Currently, society lacks understanding of the harm of electronic cigarettes. We must start from schools and family education to let everyone know that vaping is harmful."
