The Philippines Has Issued New Regulations To Strictly Control The Import Of Un-certified Vaping And New Tobacco Products.

On August 7th, the Department of Trade and Industry (DTI) of the Philippines issued the "Departmental Executive Order No. 25-10 of 2025" (DAO25-10).
Core objective: To regulate the import of nicotine vaping products, non-nicotine vaping products, and new tobacco products that have not obtained Philippine standards (Non-PS) certification, ensuring that the products meet Philippine and international quality standards.
Legal basis: Republic Act No. 11900 - Regulation on Nicotine and Non-Nicotine Vaping Products Republic Act No. 4109 - Standards Act Republic Act No. 7394 - Philippine Consumer Law Republic Act No. 11967 - Internet Transactions Law (clearly defining online and offline import control)
Policy effect: To connect and support the mandatory product certification system in the "Departmental Executive Order No. 22-06 of 2022" to combat illegal imports, products containing illegal substances, and evasion of detection and review.
