Spanish Senate passes motion urging government to enact specific regulations on e-cigarettes
The Spanish Senate passed a motion urging the government to strengthen e-cigarette regulation, requiring restrictions on sales channels and flavors, and conducting scientific evaluations to analyze the impact of new tobacco products.
According to Diario Siglo XXI on November 27, the Spanish Senate Health Committee passed a motion on Wednesday (27th) urging the government to strengthen political consensus on tobacco control and formulate specific regulations for e-cigarettes.
The motion was proposed by the People's Party (PP) and accepted the amendment of the Spanish Socialist Workers' Party (PSOE). The motion was passed with 26 votes in favor, 0 votes against and 2 abstentions. People's Party Senator Rosa Romero stressed that the government must reach a political consensus on tobacco control policies within the National Health System Interregional Committee to ensure that the autonomous regions participate in relevant decision-making.
Romero pointed out that the National Tobacco Prevention and Control Plan approved by the Council of Ministers on April 30 this year did not take into account the opinions of the autonomous regions, but was only used as a form of information sharing at the plenary meeting.
The motion also calls for special regulation of e-cigarettes, restricting the sale of these products to licensed tobacco shops and specialized retailers, and prohibiting the use of flavors and designs that attract minors in products and advertisements to reduce minors' exposure to e-cigarettes. In addition, specific regulation is required for nicotine bags or other nicotine distribution formats that are not smoking cessation drugs.
In the initial text of the motion, the People's Party urged the government to immediately launch a multi-center scientific evaluation supported by public resources to obtain sufficient data to analyze the impact of new tobacco products.
