Shenzhen Tobacco Public Security Jointly Launches The Sharp Sword Special Action To Combat Tobacco-related Crimes

Recently, the Shenzhen Tobacco Monopoly Bureau and the Shenzhen Public Security Bureau jointly issued a work plan to launch a special action to combat illegal tobacco-related crimes named "Sword" from May to December 2023.
The aim of the operation is to rally the forces of the tobacco and public security departments and accurately grasp the situation of illegal tobacco-related crimes. The focus will be on cracking down on counterfeit and illegal tobacco sales, logistics transfer and distribution, illegal business, and electronic cigarette-related violations, among others, and highlighting the need to "fight gangs, break down networks, catch main criminals, and break the chains", further standardizing the city's tobacco market order, and creating a favorable business environment.
The tobacco and public security departments in the whole city will carry out the special operation in a solid manner, with a focus on the following tasks:
First, to consolidate the joint efforts of multiple departments and police forces to combat illegal activities. By fully mobilizing the strength of both the tobacco and public security departments and leveraging their synergies, they will enhance the ability to crack down on illegal tobacco-related criminal activities.
Second, to focus on combating illegal transport, transfer, and distribution activities. By relying on the "Guangdong-Guangxi-Shenzhen", "Shenzhen-Dongguan-Huizhou" cross-border joint cracking mechanism, and coordinating with transportation, postal management, and other departments, they will strengthen key area control efforts and increase the crackdown on illegal transfer, distribution, and tobacco-related criminal activities.
Third, to intensify the crackdown on new tobacco products such as electronic cigarettes. By dynamically monitoring the electronic cigarette market situation, they will focus on investigating cases of illegal electronic cigarette sales and heating tobacco products and related violations.
Fourth, to fully investigate major tobacco-related criminal cases. They will strengthen joint intelligence analysis with the tobacco and public security departments, implement effective practices such as case integration, element collection, composite operations, and targeted crackdowns, and dig deep to handle major cases.
The "Sword" campaign is of great significance for the comprehensive management of the tobacco market, maintenance of social order, and the protection of public health. It will also provide a solid foundation for further deepening the reform of the tobacco system and the construction of a healthy and orderly tobacco market.
