Norway Adjusts Prohibition On Electronic Cigarettes Containing Nicotine And Containers For Supplemental Fillings

Recently, Norway has announced significant adjustments to its e-cigarette regulations. Currently, Norway prohibits the import and sale of e-cigarettes containing nicotine and refill containers. However, this ban will be lifted on July 1, 2025, and related products will then be legally available for sale.

 

To align with the policy, the Norwegian government intends to impose a consumption tax on e-cigarettes containing nicotine, with the rate set at 5.26 Norwegian kroner (approximately 0.45 euros) per milliliter. This tax has been included in the "2025 Budget Bill" and submitted to the parliament.

 

Additionally, since July 1, 2024, Norway has implemented a ban on flavored e-cigarettes, allowing only tobacco-flavored e-cigarettes to circulate, in an effort to reduce the appeal of e-cigarettes to young people.

 

Currently, e-cigarettes without nicotine are legal in Norway and can be sold to people aged 18 and above, but their use in public places is still restricted. This regulatory adjustment focuses on balancing public health and consumer demand. The subsequent implementation effects have drawn industry attention.
