Mexico Has Implemented A Complete Ban On Electronic Cigarettes.

On December 10, 2025, Mexico implemented a complete ban on electronic cigarettes. With the support of the legislators who held a majority in the ruling party, the bill was passed with 324 votes in favor and 129 votes against. The bill originated from a proposal submitted by Mexican President Claudia Sesboim. The specific provisions are as follows:
1. Comprehensive ban:
Mexico has passed a constitutional amendment to explicitly prohibit the production, manufacturing, transportation, import, export, sale, advertising, and storage of all aspects of electronic cigarettes and vaping products. The bill was passed by the House of Representatives on December 10, 2025, with 324 votes in favor and 129 against, and is about to be submitted to the Senate for review.
2. Severe penalties:
Those who violate the ban will face imprisonment of 1 to 8 years and a fine ranging from 11,314 to 226,280 Mexican pesos (approximately $621 to $12,430).
3. Entry restrictions:
Mexico strictly prohibits the entry of electronic cigarettes (electronic vaporizers) by land, sea, and air. Holding one device may result in a fine of more than $1,000, while carrying multiple devices may face a fine of more than $100,000 or imprisonment.
4. Public use ban:
Since January 2023, Mexico has banned the use of electronic cigarettes in all public places (including beaches, parks, restaurants, hotels, etc.).
5. Policy background:
The Mexican government regards electronic cigarettes as a public health threat. Some gangs or drug dealers use electronic cigarettes to spread drugs, believing they contain harmful substances and posing a threat to the health of teenagers. Therefore, the government adopts a "zero tolerance" policy, aiming to completely eradicate the use and circulation of electronic cigarettes.
