Estonia's lack of upper limit on nicotine bag content leads to slow progress in policy-making

The consumption of alternative tobacco such as nicotine bags has increased, and Estonian authorities are considering aligning with Nordic nicotine policies. However, due to differences in nicotine content restrictions, policy development has been slow.

According to ERR on November 9th, Annemari Linno, advisor to the Public Health Department of the Estonian Ministry of Social Affairs, stated that Estonia closely monitors the decisions of Nordic countries on nicotine issues and strives to maintain consistency with its northern and southern neighbors in tobacco and nicotine policies.

 

Since the legalization of nicotine bags in 2019, Estonia has not set an upper limit for nicotine content. According to Lino, the Ministry of Social Affairs has been drafting relevant laws for many years, but progress has been slow due to the parliament (Rigiikogu) being busy with other more urgent issues.

 

Lino also mentioned that promoting tobacco and nicotine consumption reform is not easy, as there are different opinions within parliament on limiting the nicotine content in nicotine bags.

 

She added, "The tobacco industry also strongly opposes the relevant restrictions

 

Diane Sirelpuu, Executive Director of Nicorex Baltic, an Estonian e-cigarette seller, believes that although regulatory measures need to be taken, policies should be reasonable.

 

She pointed out that many importers of nicotine products in Estonia have been implementing self-regulation for many years, and although there are no government restrictions, they do not import products with nicotine content exceeding 20 milligrams.

 

Sirep warns that if the set limits do not meet the needs of local consumers, the black market may become active, therefore, ensuring consistency in nicotine sales rules between different countries is crucial.

 

Research shows that although smoking rates in Estonia are decreasing, consumption of alternative tobacco and nicotine products, including nicotine bags, is on the rise. According to data from the Institute of Health Development, 3.7% of Estonia's population will use nicotine bags in 2022. This phenomenon is particularly common among young people, especially among young men aged 16 to 24, with 22.5% using it at least once a month.
