On August 22nd, at a regional development conference held in Sarov, the governor of Nizhny Novgorod Oblast, Gleb Nikitin, proposed to President Putin that "the power to completely ban the sale of e-cigarettes be delegated to local governments, and allow Nizhny Novgorod Oblast to pilot this initiative first". Putin immediately gave his approval: "I immediately agree. This is a good proposal." This means that the region will become the first in the country to completely ban the sale of e-cigarettes throughout the retail, wholesale, and distribution chain.
