The interim government of Bangladesh has issued a decree prohibiting electronic cigarettes and other emerging tobacco products, significantly strengthening the country's tobacco control measures. The "Smoking and Tobacco Products Use (Control) (Amendment) Decree" enacted on December 31, 2025, expanded the definition of tobacco to include electronic cigarettes, heated tobacco products, and nicotine pouches, and placed them under the same legal framework. Now, smoking and the use of all tobacco products are prohibited in all public places and public transportation vehicles, with fines up to 2,000 taka (approximately $16.40).
This decree classifies the production, import, export, storage, sale, and use of electronic cigarettes and similar products as criminal offenses. The maximum penalty is six months in prison and a fine of up to 500,000 taka (approximately $4,100), or a combination of both. The decree also completely prohibits tobacco advertising, promotion, and sponsorship on all media, prohibits the display of tobacco products at sales points, and prohibits the sale of tobacco products within 100 meters of schools, hospitals, and playgrounds. Packaging regulations have also been tightened, requiring that health warning messages cover at least 75% of the packaging. At the same time, law enforcement powers have been strengthened, allowing for the revocation of licenses, seizure of products, and prosecution.
