The State Council Tariff Committee announced the duty-free limit standards for tobacco products: 2 electronic cigarettes and 6 disposable electronic cigarettes

The "Duty-free Limits for Inbound Baggage" in the "Measures" stipulates that the duty-free limits for tobacco products are: for inbound passengers, 400 cigarettes (including heated cigarettes); 2 electronic cigarette devices, 6 electronic cigarette cartridges (liquid atomizers) or products sold in combination with cartridges and devices (including disposable electronic cigarettes, etc.), with a total liquid volume of no more than 12 ml. It will be implemented from December 1, 2024.

Recently, the State Council Tariff Commission announced the "Measures for the Collection of Tariffs, Value-Added Tax and Consumption Tax on Inbound Articles" (hereinafter referred to as the "Measures").

The "Duty-free Limits for Inbound Baggage" in the "Measures" stipulates that the duty-free limits for tobacco products are: for inbound passengers, 400 cigarettes (including heated cigarettes), or 20 cigars, or 500 grams of tobacco; 2 electronic cigarette devices, 6 electronic cigarette cartridges (liquid atomizers) or products sold in combination with cartridges and devices (including disposable electronic cigarettes, etc.), with a total liquid volume of no more than 12 ml. Among them, for passengers entering from the Hong Kong Special Administrative Region and the Macao Special Administrative Region, 200 cigarettes (including heated cigarettes), or 10 cigars, or 250 grams of tobacco; 1 electronic cigarette device, 3 electronic cigarette cartridges (liquid atomizers) or products sold in combination with cartridges and smoking devices (including disposable electronic cigarettes, etc.), with a total liquid volume of no more than 6 ml. For frequent entry and exit personnel, 40 cigarettes (including heated cigarettes), or 2 cigars, or 40 grams of tobacco; 1 electronic cigarette device, 1 electronic cigarette cartridge (liquid atomizer) or products sold in combination with cartridges and smoking devices (including disposable electronic cigarettes, etc.), with a total liquid volume of no more than 2 ml; limited to once a day.

The above tax exemption regulations do not apply to minors under the age of 18.

The above regulations have been officially implemented since December 1, 2024.
