New Russian law takes effect: tobacco taxes will be gradually increased from 2025 to strengthen the supervision of nicotine-containing products
The Russian State Duma passed a bill that from 2025 to 2027, the prices of various tobacco products will gradually increase. In addition, the supervision of nicotine-containing products will be strengthened through measures such as on-site inspections and reviews, controlled purchases and inspection visits.
According to IZ on July 10, the Russian State Duma passed a bill on the indexation of excise taxes on tobacco products at its meeting on Wednesday (July 10).
The bill stipulates that from 2025 to 2027, the excise tax on pipe tobacco, cigarette tobacco, chewing tobacco, chewing tobacco, snuff and hookah tobacco will be 4657 to 5037 rubles per kilogram (52.72 to 57.02 US dollars). This bill also involves heated tobacco products.
On March 1, the Russian government approved the procedure for state control of the production and circulation of tobacco and nicotine-containing products. According to the document, from March 1, 2024, the Russian Tobacco and Alcohol Control Service (Rosalkogoltobakkontrol) will be responsible for supervising the situation of industry enterprises, identifying and combating illegal production and circulation of tobacco and nicotine-containing products.
Control measures include on-site inspections and reviews, controlled purchases and inspection visits.
