Ukraine to impose excise tax on disposable e-cigarettes

 

Starting from January 1, 2026, Ukraine will impose a consumption tax on e-cigarettes and their related products, according to the country's tax authority. This follows a recent law passed by Ukraine, aimed at regulating the flow of e-cigarette products and ensuring timely payment of taxes.


In July of this year, Ukraine imposed a ban on flavored e-cigarettes. From January 11, 2024, e-cigarette product packaging must contain warning texts and images covering 65% of the surface area on both sides. Those caught in violation of this rule will face fines of up to 30,000 Ukrainian hryvnia (approximately 0.19 yuan) for the first offense, and 50,000 hryvnia for subsequent violations.


These measures are aimed at controlling the use of e-cigarettes and their impact on public health, as well as raising government revenue through taxation. However, some have raised concerns that these measures could harm small business owners who sell e-cigarettes, as well as discourage smokers from using e-cigarettes as a harm reduction tool.


While the long-term effects of e-cigarette use on public health are still under investigation, it is clear that regulatory measures will be necessary to ensure the safety of consumers and the sustainability of the industry. The introduction of a consumption tax and a traceability system are important steps towards achieving these objectives, but it is important that these measures are implemented in a fair and equitable manner, taking into account the needs and concerns of all stakeholders.
