The Vietnamese Ministry Of Health Has Proposed Including E-cigarettes And Heated Tobacco Products in The List Of Prohibited Investment And Operation Items.

According to the news report by VietnamPlus on November 12th: On November 12th, 2025, the Ministry of Health of Vietnam officially submitted a document to the Government Office, suggesting adding a clause "Prohibition of investment and operation of electronic cigarettes and heated tobacco products" to the "Investment Law (Amendment Draft)", in order to implement the previous resolutions of the National Assembly and the government regarding public health protection.
According to the document: Resolution No. 173/2024/QH15 of the National Assembly (November 30, 2024) has clearly stipulated: "Starting from 2025, Vietnam will completely prohibit the production, operation, import, storage, transportation, and use of electronic cigarettes, heated tobacco products, as well as other harmful gases and addictive substances to human health." Decision No. 1665/QĐ-TTg of the Prime Minister (August 5, 2025) requires the Ministry of Finance to be responsible for amending the "Investment Law" to ensure consistency with this ban. The Ministry of Health explicitly stated in the submitted document that "electronic cigarettes and heated tobacco products" should be included in the prohibited investment industry list in Article 6 of the "Investment Law" to comply with the relevant resolutions passed by the National Assembly.
The reason is: Electronic cigarettes and heated tobacco products pose a serious threat to public health, especially to teenagers, and should not be included in the legal commercial system.
During the afternoon of November 11th, at the parliamentary group discussion, National Assembly member Lê Hoàng Anh from Quang Lai Province proposed: "It is necessary to clearly prohibit investment and operation of electronic cigarettes, heated tobacco products, and other new tobacco products. This reflects the highest responsibility of the Party and the state to safeguard the health of the people, especially the safety of the younger generation."
