The Russian State Duma passed a new law in the third reading, which regulates smokeless tobacco products (chewing tobacco and snuff). The law also sets limits on nicotine content and prohibits any harmless statements on packaging.

 

According to RG.RU on July 24, the Russian State Duma passed a new law that stipulates the rules for the production and circulation of smokeless tobacco products in Russia, including a ban on the use of flavors and some other substances in them, and the production of snus and nasvay (two tobacco products).

 

Alexander Spiridonov, deputy chairman of the State Duma Industry and Trade Committee, said in an interview with the media,

"It is prohibited to use any flavors in non-smoking tobacco products. At the same time, additives that increase attractiveness and nicotine dependence are prohibited. In order to protect public health, we limit the nicotine content in products. In addition, we will also completely ban the production of snus in our country."

 

In addition, it is stipulated that the nicotine content in each product shall not exceed 10 mg.

 

The government will determine the list of specific colorants and additives that are prohibited.

 

The law also prohibits any statement on the harmlessness or low harm of products on the packaging of non-smoking tobacco products.

From September 1, paper tax labels on Russian cigarette packages will be replaced by digital ones. Spiridonov explained: "Cigarette packages with paper tax labels will continue to circulate until they are sold out. After that, only digital tax labels will be used. This will allow us to track the entire process from production to sales, thereby protecting citizens from counterfeit products and purifying the market."

On July 24, 2024, the State Duma passed a bill in the third reading that established rules for the production and circulation of smokeless tobacco products in Russia, including a ban on the use of flavors and some other substances in them.

 

Many media agencies and media platforms wrote that the bill prohibits the addition of flavorings to ENDS liquids.

 

There is no such thing. The bill regulates non-smoking tobacco products, namely chewing tobacco and snuff. The bill does not apply to ENDS and liquids. ENDS are nicotine-containing products, not tobacco products.
