The Philippine Department of Trade and Industry is planning to establish an e-cigarette compliance certification process in the country, and relevant regulations will take effect in June 2024.
The Philippine Department of Trade and Industry (hereinafter referred to as DTI) is planning to establish an e-cigarette compliance certification process in the country, which is called the Atomized Nicotine and Non-nicotine Products Management Act (Republic Act No. 11900) for product registration and other The relevant regulations will take effect in June 2024.
According to this law, all imported and manufactured atomized nicotine e-cigarettes, non-nicotine products, and new tobacco products must undergo the DTI certification process before being distributed in the market before they can be legally sold.
DTI Secretary Alfredo Pascual has directed DTI officials to assess the department's readiness to implement the e-cigarette law and identify any equipment needed for testing. "Well-maintained machinery, the latest methods and efficient laboratory management systems are necessary to bring e-cigarette products to market with greater confidence in their safety and performance," Pascual said.
The DTI said that currently, due to budget constraints, testing facilities are unable to cover heated tobacco products, e-cigarette liquids and nicotine pouches. The House Ways and Means Committee has directed DTI and the Department of Budget and Management to secure additional funding in the state spending plan to expand DTI's testing capabilities.
