Spain plans to introduce new laws: banning the sale of disposable e-cigarettes and restricting flavored e-cigarettes

The Spanish Minister of Health announced that tobacco regulations will be revised in the coming weeks, including a ban on the sale of disposable e-cigarettes and their flavorings, and considering restrictions on flavored e-cigarettes to address health and environmental impacts.
According to El Mundo recently, Spanish Secretary of State for Public Health Javier Padilla announced that a draft amendment to Royal Decree 579/2017 will be issued in the coming weeks. The draft will include relevant provisions for banning disposable e-cigarettes and their flavorings.
At an information meeting organized by the New Economy Forum in Madrid, Spanish Minister of Health Mónica García introduced Padilla's speech. Padilla said that the purpose of this revision is to address the health hazards of disposable e-cigarettes and the environmental impact they bring. In addition, the draft also considers restrictions on flavored e-cigarettes, and will legislate on cigarette packaging and promote universal packaging.
In terms of public health, Padilla pointed out that three reforms need to be strengthened: first, the Law on Public Health Strategy, approved in June 2022; second, the establishment of the Public Health Surveillance Network, recently approved by the Council of Ministers; and finally, the creation of the National Public Health Agency, which is about to be approved and is currently being promoted with broad consensus.
"We will face the next step, which is to amend Royal Decree 579/2017, which concerns the elements of production, presentation and sale of tobacco and its derivative products."
"By the first quarter of 2025, the reform of Tobacco Law 28 of 2005 will be introduced, which provides for smoke-free spaces. Once the text is published, we will see in detail what each space contains."
