Russian MPs propose to ban the wholesale and retail of e-cigarettes and e-liquids

Russian lawmakers submitted a bill to the State Duma, proposing a ban on the sale and wholesale of e-cigarettes and related e-liquid products to address the popularity of e-cigarettes among teenagers and poor regulation.
According to Parlamentskaya Gazeta on December 26, several members of the Communist Party of the Russian Federation (KPRF) submitted a bill to the State Duma proposing a ban on the sale and wholesale of e-cigarettes and related e-liquid products.
In an explanatory note, the lawmakers pointed out that e-cigarettes are spreading rapidly among teenagers, and despite restrictive standards, the regulatory authorities have weak control due to the suspension of unscheduled inspections by the Cabinet of Ministers.
The authors of the initiative, Evgeny Bessonov, Nikolay Kolomeytsev and Alexey Kurinny, proposed to amend Article 19 of the Law on the Protection of Citizens' Health from the Influence of Environmental Tobacco Smoke, the Consequences of Tobacco Consumption or the Consumption of Products Containing Nicotine.
According to the proposed standards, wholesale and retail trade in nicotine (including synthetic nicotine) or its derivatives (including nicotine salts), as well as nicotine-containing and nicotine-free e-liquids and their consumption devices are prohibited.
