The Russian Minister of Industry and Trade believes that although current regulations prohibit the sale of e-cigarettes to minors under the age of 18, the ban is not effective. He suggested that Russia learn from international experience to completely ban e-cigarettes.
According to TASS on October 8, Russian Minister of Industry and Trade Anton Alikhanov expressed concern about the popularity of e-cigarettes among Russian teenagers and called for learning from the international practice of completely banning e-cigarettes.
The minister said at the plenary session of the "Биопром" forum that although regulations prohibit the sale of e-cigarettes to minors under the age of 18, the ban is not effective. The use of e-cigarettes in schools and sports venues is very common, and currently relying solely on education to deal with this problem has little effect because adolescent children find it difficult to accept this method.
In addition, he mentioned that some countries, including some Eurasian Union countries, have completely banned the import, production and sale of e-cigarettes. He believes that this may be a positive measure from the perspective of preventing certain diseases.
According to Russian law, from June 1, 2023, the sale of e-cigarettes to minors will be prohibited, and regulations on the circulation of e-cigarette products will be strengthened. Now, nicotine-containing products can only be purchased in shops and kiosks, with sales at fairs, exhibitions and via remote or automatic vending machines prohibited.
