Russia's State Duma passes amendment: Selling e-cigarettes to minors will be subject to criminal liability

The Russian State Duma has adopted amendments to the Criminal Code that clarify the liability for selling e-cigarettes to children and provide for criminal liability for repeated sales of tobacco and nicotine-containing products to minors.

On December 17, at the plenary session of the Russian State Duma, State Duma deputies passed amendments to the Criminal Code of the Russian Federation in the second and third readings, clarifying the liability for selling e-cigarettes to children.

The law provides for criminal liability for repeated sales of tobacco and nicotine-containing products to minors, including e-cigarettes.

State Duma Chairman Vyacheslav Volodin said,

"The amendments adopted today provide for criminal liability for repeated retail sales of tobacco and nicotine-containing products and their consumption equipment to minors."

"Protecting the health and safety of children is a priority for the work of State Duma deputies."
