The bill clarifies the circulation regulations for e-cigarettes and e-cigarette oils. At present, the circulation of tobacco products in Belarus is regulated by national laws, while non-tobacco smoking products and "consumables" such as e-liquids are illegally imported in large quantities. Official data show that more than 75% of disposable e-cigarettes are illegally imported and have not paid consumption tax, with an annual circulation of 26,000. Due to the emergence of the "black market", the amount of consumption tax not collected on disposable e-cigarettes and their oils alone exceeds 130 million rubles (about 40 million US dollars) per year.

The bill proposes to give the Belarusian president the power to formulate special legal regulatory rules in the field of e-cigarette and e-liquid circulation. At the same time, it is proposed to refer to the clause in tobacco regulations that "the state has a monopoly on the import of tobacco raw materials and products" and to include e-cigarettes and their e-liquids and impose consumption tax on them.
