According to a report by Forbes News on June 3rd: The Speaker of the State Duma, Vorokhin, stated that if the government proposes a legislative initiative, the parliamentarians will give priority to supporting the bill that completely bans the sale of electronic cigarettes.

Previously, the Minister of Industry and Trade, Alihanov, publicly stated on June 2nd that he supported a complete ban on electronic cigarettes across the country.
"I personally support a complete ban." - Alihanov
Background review: In 2023, Russia had already banned the sale of electronic cigarettes and e-liquids to minors. In January 2024, Volokin pointed out that these measures were not sufficient to protect children and proposed to push for cross-party legislation to completely ban the sale. Subsequently, lawmakers drafted a bill, which included: prohibiting the production, import, and sale of electronic cigarettes and their e-liquids (with/without nicotine). The Ministry of Health has also clearly supported this ban.
Russia has taken a crucial step towards a nationwide electronic cigarette ban. The State Duma is ready to legislate and awaits the government's formal proposal. Public opinion and the attitudes of government officials indicate that a complete ban on the sale of electronic cigarettes may soon become a reality in Russia.
