Uzbekistan issues new regulations on e-cigarette supervision, to be fully implemented in 2025

Resolution No. 290 of the Cabinet of Ministers of the Republic of Uzbekistan approved the Technical Regulations on Tobacco Products on May 18. The document will enter into force on January 1, 2025, which will mean that all e-cigarettes and heated tobacco products on the Uzbek market will be subject to Comprehensive supervision.

According to local news website NUZ.UZ on May 25, Resolution No. 290 of the Cabinet of Ministers of the Republic of Uzbekistan approved the Technical Regulations on Tobacco Products on May 18, which stipulates the requirements for e-cigarettes and heated tobacco.

Therefore, the volume of nicotine-containing liquid in disposable e-cigarettes should not exceed 5 ml, e-cigarette cartridges should not exceed 2 ml, and bottled e-liquid should not exceed 10 ml. Technical regulations approve a series of substances that cannot be used in e-cigarette liquids, including diacetyl, vitamins C and E, vitamin E acetate, caffeine, taurine, guarana, etc.

Compared to existing limits on nicotine content in e-cigarette liquids (20 mg per 1 ml), the e-cigarette category in Uzbekistan is being regulated "from all aspects" to ensure consumer safety.

It also provides for the inclusion of "scary images" on e-cigarette packaging to warn consumers of nicotine addiction and other possible consequences of consuming these products. Technical regulations impose similar requirements on heated tobacco (prohibition of certain ingredients, "horror images", etc.). All e-cigarettes and heated tobacco in the country will undergo mandatory certification, a process to confirm safety and quality before being put into circulation.

The document will take effect on January 1, 2025, which will mean that all e-cigarettes and heated tobacco products on the Uzbek market will be fully regulated, ending the previous unregulated state.
