Convenience stores in Quebec, Canada, have requested the Health Minister to re-examine the ban on flavored e-cigarettes, arguing that the ban has led to a surge in illegal online sales. CICC has exposed the existence of over 600 illegal e-cigarette websites that have bypassed the ban and are popular among teenagers.

According to Financial Post on October 31st, convenience stores in Quebec, Canada, have requested Health Minister Christian Dub é to reconsider a ban on selling flavored e-cigarettes in stores. The ban was introduced a year ago, but since then, the demand for these products on illegal online channels has surged.

The Canadian Convenience Industry Council (CICC) has pointed out that this ban has led to ongoing health, financial, and legal issues, and has not been able to curb the acquisition and use of electronic cigarettes by young people. Despite the halving of sales in Quebec's 5000 compliant convenience stores, unscrupulous merchants are thriving through illegal online sales of seasoning products or in store sales of seasonings.

The vice president of the association, Michel Gadbois, stated that,

This regulation not only fails to protect the public, but also worsens the situation. It encourages the sale of illegal electronic cigarettes, increases their appeal to young people, and punishes honest convenience store owners. Obviously, this is a complete failure, and Health Minister Christian Dub é bears full responsibility for it

According to a new catalog released by the Canadian Convenience Industry Council, Quebec's seasoning ban has brought substantial growth to online e-cigarette sales in Canada, listing over 600 e-cigarette websites serving Quebec. These websites are mostly hosted on platforms such as Shopify, offering a wide variety of fruits and other flavors of disposable electronic cigarettes, which are popular among teenagers for their eye-catching designs.

According to the Storeleads.com directory, the five most popular websites in Canada are: fatpanda.ca, vapeloft.com, uvapeshop.com, canvape.com, and vapevapevape.coa. These five websites generate a total annual sales revenue of nearly 30 million Canadian dollars. Minors can easily access it, offering discounts, bulk purchase discounts, first order discounts, and free delivery after reaching a certain amount, and age verification for buyers is not strict.

In addition, these websites do not levy Quebec consumption tax, but instead collect federal and provincial taxes in their location.

Convenience stores in Quebec are demanding that the government address the issue of illegal online markets and require e-cigarette stores to comply with regulations similar to those selling alcohol in order to re-establish commercial fairness.

Gadebua said,

It is important that all legitimate retailers comply with the rules and take urgent action against illegal retailers. As we have already done, we are ready to continue working with the government to address a problem of punishing law-abiding local stores
