Russian President signs new law: clarifies regulatory requirements for smokeless tobacco products

Russian President Vladimir Putin has signed a federal law amendment that updates the technical regulations for smokeless tobacco products and adjusts several related laws accordingly to ensure consistency with the technical regulations of the Eurasian Economic Union.

 

Russian President Vladimir Putin has signed the Federal Law on Amendments to Certain Legislative Acts of the Russian Federation, Kremlin.Ru reported recently.

 

Federal regulations have amended the Federal Law on Technical Regulations of Tobacco Products to bring it into line with the provisions of the Technical Regulations of Tobacco Products of the Customs Union (TR CU 035/2014). The adjustment removes the mandatory requirements for cigarette products and updates the mandatory requirements for smokeless tobacco products.

 

In order to harmonize the legal framework of the Russian Federation with the technical regulations and regulatory documents of the Eurasian Economic Union, this federal law will only establish relevant requirements for smokeless tobacco products. Therefore, the name of the federal law will be changed to Technical Regulations on Smokeless Tobacco Products.

 

The law also provides for the process of identifying smokeless tobacco products, their production and distribution in the Russian Federation (including requirements for ingredients and consumer information), the procedure for assessing whether these products meet established requirements, etc.

In addition, the federal law has also made corresponding amendments to a number of federal laws.
