In order to further strengthen the management of tobacco monopoly licenses and effectively improve the standardization level of administrative licensing, in accordance with laws and regulations such as the Administrative Licensing Law of the People's Republic of China, the Tobacco Monopoly Law of the People's Republic of China, the Implementation Regulations of the Tobacco Monopoly Law of the People's Republic of China, and the Measures for the Administration of Tobacco Monopoly Licenses (Order No. 37 of the Ministry of Industry and Information Technology), the State Tobacco Monopoly Administration has formulated the "Format of Tobacco Monopoly License Application Processing Documents (2024 Edition)".

Provincial tobacco monopoly bureaus:

In order to further strengthen the management of tobacco monopoly licenses and effectively improve the standardization level of administrative licensing, in accordance with laws and regulations such as the Administrative Licensing Law of the People's Republic of China, the Tobacco Monopoly Law of the People's Republic of China, the Implementation Regulations of the Tobacco Monopoly Law of the People's Republic of China, and the Measures for the Administration of Tobacco Monopoly Licenses (Order No. 37 of the Ministry of Industry and Information Technology), the State Tobacco Monopoly Administration has formulated the "Format of Tobacco Monopoly License Application Processing Documents (2024 Edition)". We are now issuing it to you for your compliance and execution.

Provincial tobacco monopoly bureaus may refine and add new document styles, but shall not increase the obligations or burdens of administrative counterparts, and shall obtain the approval of the National Tobacco Monopoly Bureau before implementation.

The "Format of Application Documents for Tobacco Monopoly License (2024 Edition)" will be implemented on February 28, 2025, and the "Notice of the Office of the State Tobacco Monopoly Administration on Further Regulating the Use and Management of Administrative Licensing Documents for Tobacco Monopoly License" (State Tobacco Office Comprehensive [2017] No. 423) will be abolished simultaneously.
